Why did delegates to the constitutional convention decide on a government with three branches?

1. they wanted to limit the power of any one person or group.
2. they wanted to decide power between the federal government and the states.
3. they wanted federal government to have the authority to tax citizens.
4. they wanted to federal government to have the final authority.
