Later the principles were outlined on January 8, 1918 speech on the war aims and its peace terms for the United States Congress that was by President Woodrow Wilson. The reason why it failed was because Irish immigrants refused to accept the plan and Irish immigrants felt that the President was more focused on WWI rather than forcing the Britain to set Ireland free. Jews also had stepped back because they felt that it was more focused on the war also than the Balfour Declaration.
