How did fear play a role in witch hunts

Fear played a major role because human mind is wired the fear people that are different or unique in a way.  It is a natural response in our brain, a defense mechanism.  It is the very fear we face in world wide issues such as racism and terrorism. That is the fear that is the basis in witch hunts.

in mcculloch v. maryland (1819) the supreme court ruled that congress had implied powers under the necessary and proper clause of article i, section 8 of the constitution to create the second bank of the united states and that the state of maryland lacked the power to tax the bank.
