I would say that the best adjective to describe the ways the Federal government interprets the U.S. Constitution clauses can be analytical and democratic.

The President, constituting the executive power of the country, cannot implement a decision, make a treaty or change laws without the advice and consent of the Senate. There is more than one executive-political office behind the interpretation of U.S. Constitution clauses, they all analyze and vote for the best option for the country legislation.

i would say the executive branch is because the executive branch is in charge of enforcing the laws and judicial branch is in charge of enforcing but the executive branch is most responsible for it all so i would have to say the executive branch.
