Coming out of the Second World War, all the other former World Powers: Great Britain, France and Germany were in physical and economic ruin. The United States and the Union of Soviet Socialist Republics (USSR which was Russia at that time) were the only two nations who had the economic and financial stability to support themselves and provide assistance to other nations. They also had the ability to have provide support and have some level of influence over the affairs of nations that were not Great Powers but were on the road to gaining independence.

However, the USA and USSR were political opponents and so it was a competition between the two to see how many countries they could support and therefore influence. This influence would mean that that country would be more willing to accept the ideology of either the USA or USSR and begin to govern their country in the same way. In international politics, this is called geopolitical strategy/influence. So the Truman Doctrine was to prevent the USSR from gaining influence and geopolitical strength in Europe.

At the time that the President, Mr. Harry Truman, brought the Doctrine to Congress; Great Britain was unable to continue supporting the struggle in Greece between the democratic group in their clash with the socialist party. Fearing that Greece would then fall to the USSR, President Truman petitioned Congress to support the doctrine so that the United States would be able to support non-socialist groups across the world so that ultimately United States interests would be protected.
