The message of this is saying how little congress is doing in America. The notice says "Congress on Vacation". The woman remarks "Based on work accomplished, they might as well keep the sign up year around." Since no one would do anything during vacation, she is saying that congress basically does nothing on a daily basis. So, keeping the sign up would tell the people that the congress isn't going to be doing anything. Hope this helps!
