When would the large work force of farmers be available to work on government projects, like building palaces and tombs?

The large work force of farmers are involved in producing agricultural products on the lands throughout the year but sometimes due to external factors they are unable to do their work of growing crops.

The season of rain results in the excess rain sometimes which eventually results in the flooded lands. Most of the farmers could not work on their land during this time and are unemployed.

Therefore ,  the large work force of farmers be available to work on government projects, like building palaces and tombs during the seasons of flood because they have nothing better to do at that time.
