EXPLANATION

The new US constitution was signed by 38 out of the 41 delegates present at the convention on September 17, 1787. The new US constitution made a strong federal government with a more intricate and detailed system of balances and checks. This document of the new US constitution could not become obligatory until it was approved by 9 out of the 13 states in the US.

At first, 5 states approved it in quick succession, they were Pennsylvania, Georgia, Connecticut, Delaware, and New Jersey. There were also other states that opposed the document. One of those states was Massachusetts. They opposed it was because it failed to reserve the undelegated powers for the states, and also lacked the protection for political rights. Freedom of religion, press, and speech, were the rights that lacked protection.

A compromise was eventually reached with Massachusetts and some other states, they would agree to ratify the new constitution of the US if the amendments would be immediately proposed. This compromise happened in February 1788.  

The new US constitution was then ratified in Massachusetts, South Carolina, and also Maryland. New Hampshire became the ninth state that ratified the document on June 21, 1788. The new US constitution then would begin on March 4, 1789, because 9 states had already ratified it.
