The answer is A, ending the institution of slavery. Despite the fact, that there is no written evidence of the treaties Albert Pike signed  with tribes of native Americans. Research suggests that there was payment for the territories, and annuities, some land ownership was respected and some of those tribes served in the troops of the Confederate army. However the topic of slavery was still not an issue regarding native Americans in the 1860's.
