Why was federal land grant legislation so contentious

Article of confederation was the first constitution of the US constitution was approved by the second continental congress on November 15th November, 1777. It came into force on March 1, 1781. It established a weak central government and it was one of its major weaknesses, and it became apparent when the confederation congress tried to govern the growing American states, the weak central government proved to be ineffective. The weakness became visible after the shays rebellion and the political thinkers decided to change the articles. But soon it was realized that changes would not work and the articles must be replaced. The articles was liked by the states as it granted them more powers than the central government.
