What made the passage of the land ordinance of 1785 and the northwest ordinance possible?

The was no way for national government to pass the ordinances, while states were still claiming the territorries to themselves. the national government was only able to passthe ordinances once it was able to lay legitmate claim to those lands that the ordinances specified.
