At the time of Hitler’s 1939 invasion of Poland, the US had a policy of neutrality.

The US Congress had enacted the Neutrality Acts in the 1930s decade, due to the emerging conflicts existing both in Europe and Asia and that some time later would lead to the break out of WWII. The aim was to promote an isolationist approach, after the costly intervention in WWI.

The Neutrality Acts were not revoked until 1941, after the several submarine attacks performed by nazi Germany on US vessels and after the Japanese attack on Pearl Harbor.

When the war started in 1939 with the nazi invasion of Poland, Germany and its allies were on the one hand, and fought against Britain and France. In this moment, Roosevelt invoked the Neutrality Acts so that the US remained neutral.
