The individuals listed offered numerous plans for change because they were alarmed by a fear of: class warfare and the concentration of wealth (capital) in American society. 

During the late 1800's, many American citizens were upset with their working conditions. Individuals who worked in factories often worked 10-12 hour days, 6 days a week, and got paid poorly. Along with this, these individuals worked in unsafe and unsanitary conditions on a constant basis. These conditions resulted in several different protests for better working conditions. This included events such as the Bisbee Deportation, Haymarket Square Riots, and the Homestead Strikes.

All of these rebellious actions scared the aforementioned people, as they felt that the working class would rise up and revolt against the wealthiest American citizens for exploiting their labor.
