How did president carter respond to the energy crisis of the 1970s?

Speed limit lower.   Lower temperature in the house.  
Have to have car inspected each year.  Had to have sticker in car that was inspected.  Tried to find gas in other countries, to no avail.  But USA is still nursing from OPEC today.
