Propose 4 ways in which the government can ensure that road accident fund operates more effectively

The Road Accident Fund (RAF), is a fund set up by the South African government to help victims of road accidents to pay for insurance costs, they raise money for this through leveraging a tax on fuel, government grants, and minor income through the RAF's investments. They could operate more effectively through sponsoring renewable energy sources, encouraging more electric cars on the roads, adding on road/toll taxes, and also encouraging stricter laws on drivers  (e.g. drink-driving limits). Through sponsoring energy efficient programs, they could leverage the revenue to help pay for funds, advocating for more restrictions on drivers and fundraising money through taxation, this could help to reduce vehicular fatalities and accidents, as well as raise additional funding.
