Exposure to toxins during early stages of pregnancy is more likely to cause birth defects than exposure in late pregnancy because?

I would assume that the early stages of pregnancy are most crucial for the development of the foetus. This would generally be the development of vital body parts such as the brain and we know a dud brain is a birth defect. In the late stages, pretty much everything  that is vital for survival is fully developed.
