HIV and AIDS could be preventable if the majority of the people understand what to do. HIV and AIDS would not be passed if there is no exchange in bodily fluid between the infected to the non-infected.  The African government spend a lot of budget in promoting safe sex (the use of Condoms to prevent sexually transmitted disease) and making the public aware from the danger of using shared needles.
