I would say this is false. When you have the foster child in your care you are giving the child your full attention. You are a full time parent for the time you have that child. It could be a matter of days to even a year. While you may not have the child for 18+ years like you would if they were yours, they are yours for the time they are with you. You have to commit. Foster parenting is not a part-time job.
