Terpin hydrate is usually known as Codeine. Codeine syrup is an opiate pain reliever and suppressant that is recommended by doctors.

As a pharmacist, these are drugs are not to be misused but rather be prescribed by a medical practitioner.

To handle this situation:

"Any drug or medicine that is predicted to be misused  or harmful to human health condition should not be provided to a patient if no evidence backed the drug or medicine is needed for such objectives."

Thus, from the above explanation, we can conclude that if the 16-year-old female failed to provide a signed manuscript indicating that such a drug is needed, the pharmacist at the prescription counter should not provide the drugs to such individuals.
