1. Critics of affirmative racial gerrymandering contend that blacks have been and can continue to be elected in white majority districts and, further, that white politicians can and do adequately represent the needs of all voters in their districts, including blacks. Do you agree? Why or why not? 2. Do you think the United States should implement an analogue to affirmative racial gerrymandering that might be called affirmative partisan gerrymandering? Its intent would be to ensure that the partisan makeup of legislative bodies would be close to the proportions of voter sentiment across the partisan spectrum. How might this be achieved?
3. Just four states give control of congressional redistricting to independent commissions designed to balance the influence of voices across the partisan spectrum and remove the influence of elected officials already in power; only six do so at the level of state legislatures. What do you think of independent commissions as an approach to electoral redistricting? Should they be outlawed or, in contrast, should they be made mandatory for all states?
