Why does bolivia have two capitals?

There are two for good reasons there is a administrative capital and there is a constitutional capital

I'm not sure about it, but I'll guess that there's two parts of government on each city.
I think this incorrect, correct me if I am wrong.

It is the doctrine that the us had the right and duty to expand throughout north america. it just means they believed they had the right to expand westward and they did! they stated with the 13 colonies and then they kept moving gaining different territories throughout the years
