Why is pollution never strictly a local problem?

Because pollution can travel by air or water or by other people who live in the place itself. the problem with pollution is not the trash itself but the people who do not know how to get rid of it correctly

This would be an open primary. a closed primary people can vote only prior to election day if the party if they are registered. independent voters can not participate. there is not a wide-open primary, but there is a semi-open primary.
