Está ubicado en el centro norte del país, limitando al noreste con Rivera, al sur con el río Negro que lo separa de Cerro Largo y Durazno, y al oeste con Río Negro, Paysandú y Salto. Con 15 438 km² es el departamento más extenso y con 5,83 hab/km², el cuarto menos densamente poblado, por delante de Treinta y Tres, Durazno y Flores, el menos densamente poblado.
