Governments are important in a society because they are given the mandate by the people who elect them to protect civil liberties such as freedoms of expression, right to privacy, right to life, and etcetera. Without governments, society would be uncivilized/unruly and we would be governed  by the rule of the jungle where the fittest survive and the weak perish.
