Certain regions sit on top of or closer to faults in the earth. So as the plates shift places on top of and around it get earthquakes.

Places far from such tectonic settings are therefore much more stable and are seldom associated with earthquakes. But that does not necessarily mean they will never be associated with quakes sometime in the future. New faults may develop and change the scenario.
