The north korean people are starving due to a lack of political international medical aid and wise farming methods.

I don't know whether this is the best way of phrasing it , but the statement is true.

North Korea is a dictatorship, and the government is not allowing medical aid from abroad because they don't want to loose their control of the territory.

They also don't use the methods of farming found in other places and which proved to be more efficient.

When a lake, river or other aquatic  system  becomes  eutrophic, it can have serious negative effects on other organisms like fish, birds and even people.if an algal bloom is so bad that it causes wide-spread death  in  the  water, the organisms that die will all sink to the bottom and start to decompose.
