I don't know the poem, "The House of Anne Frank", but by what I can guess, this is a poem directly relating to the Holocaust, more likely referring to the original Anne Frank as well. In my case and point of view, I would say the rain would be the pity and the sadness the people have in their hearts as they are visiting the museum.
