The subject of a report should be appropriate to its audience is 

True.

If the subject was nothing related to the audience you'd find some people not paying attention or confused. 

An example would probably be if you were giving a report about a new local zoo opening you could have kids as your audience or if it was about business probably somewhat someone older :D
