In this quote by Franklin D. Roosevelt, the speaker is criticizing liberal's demands and achievements to get the government out of the administration of market so that it would administer itself and create more profit. Roosevelt believed that, in doing so, profit for individuals would be held as more important as other values that were essential for society.

In this quote, he is making an allusion to the money changers of the bible. These people had stands at the temple to change money (at the rate of their choosing) for Jews who came from other nations to offer sacrifice. Because of their greed and corruption, Jesus kicked them out of their spots in the temple. By comparing the liberals to these money changers, he states how they were removed from civilization.
