In the passage Laertes states "his will is not his own...he himself is subject to his birth". This shows that Hamlet is not allowed to make his decisions always based off of what he wants. He also needs to make decisions based off of his birthright - a king. He may not be able to marry Ophelia if it is not in the best interest of his kingdom. He is not allowed to decide who he will and will not marry, especially if the marriage is arranged by his parents.
