When writing a Rough Draft it is most important, of the four options, that you write on the assigned topic. It is not necessary or expected that your rough draft will be perfect; you will continue to develop and polish your piece in later drafts. You do not want to disregard the rubric, as this is how you will be graded and should always be on your mind. Writing one paragraph is likely not enough, unless that is called for in the assignment. 

A Rough Draft is about fleshing out the ideas and major points of what will be your final essay. As in any draft, your main focus should be your thesis and how the rest of the written piece supports that thesis. To this end, the assigned topic is the most important consideration.

Question 2:
A rough draft will likely contain all elements listed. Parts of speech, such as prepositions, nouns and adverbs are virtually certain to be included, since it is a written piece and these are fundamental elements of language. Transitions will likely be used, as you will likely develop several points in your essay and will need to transition from idea to idea.
