Chúng ta hay nghe nói trong các văn bản chính trị rằng: Nhà nước Việt Nam là nhà nước của dân, do dân, vì dân. Tuy nhiên, đây là tư tưởng được tổng thống vĩ đại nước Mỹ Abraham Lincoln nói ra lần đầu tiên trong diễn văn Gettysburg nổi tiếng trong buổi lễ khánh thành Nghĩa trang Quốc gia vào tháng 11 năm 1863. Lincoln nói rằng: “…một chính phủ của dân, do dân, vì dân sẽ không bao giờ lụi tàn khỏi trái đất này” (Goverment of the people, by the people, for the people shall not perish from the Earth).

Hàm ý của câu nói này đó là: Chính quyền không phải những người làm nên lịch sử mà chính nhân dân đã xây dựng, chiến đấu và bảo vệ đất nước. Chính phủ được sinh ra để phụng sự nhân dân chứ không phải điều ngược lại. Tư tưởng này có nhiều điểm tương đồng với tư tưởng của Mạnh Tử: “Dân vi quý, xã tắc thứ chi, quân vi khinh” – Dân là quý nhất, đất nước đứng sau, vua đứng cuối cùng. Lincoln là một người thành thật với biệt hiệu Honest Abe (Abe thành thật) và đó không phải là lời đầu môi chót lưỡi của một chính trị gia mị dân mà thực sự là tinh thần của chính quyền Lincoln và nước Mỹ.

Tư tưởng này của Lincoln gây ảnh hưởng tới rất nhiều chính trị gia khác. Có người nói Tôn Trung Sơn (Tôn Dật Tiên), người khai sinh ra Trung Hoa Dân Quốc đã xây dựng lý thuyết trị quốc của ông trên tinh thần của diễn văn Gettysburg. Tương ứng với “của dân”, “do dân”, “vì dân” của Lincoln, ông Tôn Trung Sơn đã xây dựng khái niệm “dân hữu”, “dân trị”, “dân hưởng”.
