Read the excerpt from "America's Shifting Views on Immigration": A panel of the Academies' scholars,
scientists, and other experts investigated the records of
41 million foreign-born residents - including about
11.3 million illegal immigrants - and their children born
in the United States. The researchers found that the
often-heard worry - that these Spanish-speaking
immigrants will never become Americans - was
baseless. According to the report, the illegals' English
language learning "is happening as rapidly or faster now
than it did for earlier waves of mainly European
