Typically, large spending bills take a lot of discussion and compromise. For example, while supporters were working to pass these bills in 2004 and 2005, lawmakers were going head-to-head over funding issues. In 2005 alone, lawmakers had to extend the highway and mass transit bill seven times due to disagreements on how the budget should be divided. Combine that disagreement with the fact that many of the powerful supporters of PRT were getting in hot water, and you have a recipe for disaster. Congress never passed the bill.
