The policy of appeasement that France and England in particular followed let Hitler do as he pleased. Everyone was too afraid of another war so any time that Hitler broke Treaty rules, European nations were quick to sweep it under the rug, which led to Hitler breaking more and more rules, like enlarging the German military. WIth a bigger military and with more resources from the Rhineland, which was also given to appease him, Hitler and his men were able to prepare for war.
