Guided Practice Every law starts with an idea. An idea may come from one of many places. Farm workers may wish to outlaw the spraying of a poison on crops. However, each must travel the same path before it can become a law. The president’s office may wish to pay for ads about the dangers of drug use. A senator from Arizona may want to bring water to dry land. These ideas all come from different places.
