Why does Malcolm X conflate Dixiecrats and Democrats in The Ballot or the Bullet?

In The Ballot or The Bullet, Malcolm X confides in Democrats and Dixiecrats as part of the same oppressive political apparatus that limited the voting rights of African Americans. Thus, on the one hand, the Dixiecrats were Democrats from the south of the nation who, based on their regional idiosyncrasy and inherent racism, sought at all costs to prevent African Americans from voting; while on the other hand the Democrats in general, including especially here those from the North, controlled both chambers of Congress and despite this they did not articulate any measure to allow access to the vote of African Americans.
