Read the following excerpts from two speeches given by Franklin D. Roosevelt at the onset of America's entrance into World War II in 1941. The
first one was given to Congress and the second one was a radio address to

1. As Commander in Chief of the Army and Navy, I have
directed that all measures be taken for our defense. But
always will our whole nation remember the character of
