They aren't that much in debt as it mentions in the book that they need a bit more money to buy the farmhouse in their dreams. I know this because the book states a similar background story to help the reader understand why the plot will unfold like the way it will, as being that Lennie and George goes and finds work at the ranch which gives them some income that they save up to purchase the farm.

it was really not the captain’s fault he was just brainwashed by the system and when your brainwashed by the system its hard not to be brainwashed. but the reason douglass wants this is because he has suffered he knows how it feels and will do anything to stop that.
