Why did people initially think it was a freak accident?on 9/11

No one believed that anyone would attack the united states. It just looked like an opps lost control of the airplane and it crashed into one of the towers, but when the second one hit then everyone started to believe that the first plane was on purpose as well as the second. They did this to try to break apart a country but then it brought us closer together. So know one thought that anyone would attack the united states.
