Read the passage. Many countries in Europe, South America, and Asia provide free (or virtually free) college opportunities. Many countries even offer classes in English, even if English is not the official language! Students can attend public schools with good reputations and pay nothing, or very small registration fees, each year. Most of the countries that offer free public tuition have high income tax rates, sometimes as much as 60 percent; in contrast, a four-member, middle-class family with two children in the United States usually pays about 20 percent.
