In Chapters 22 and 23, the characters of the duke and king are shown swindling the townspeople of their money on the pretext of showing a "play". And despite their realization of being fooled out of their money, the townspeople did not want to warn others but instead kept silent so that their neighbors will also be fooled in the same way. This only enriched the swindlers. And as Huck stated "I reckon they’re all alike [] you couldn’t tell them from the real kind", Twain seems to draw a parallel with the modern government and the swindlers.
