I think that the narrator of "The Tell-Tale Heart" is not guilty of murder, because we can see that he is not in a good state. Firstly, no sane person plans on the death of a person because of how their eye looks like. They usually have a grudge on them for something they have done, or they want something from them. But we can see that the narrator is not sane, also because he hallucinates by imagining the heart beat of the person he killed. Thirdly, no sane person would admit to killing someone (it is really rare for a murderer to do that unless they are mentally unstable).
