Read the passage carefully.

To hold down the soil, the Soil Conservation Service encouraged planting crops such as soybeans and sweet clover as substitutes for native grasses.

President Roosevelt went further. FDR used to describe himself as a "tree farmer," adding that "the forests are the lungs of our land, purifying our air and giving strength to our people." Indeed, the president, who loved trees almost as if they were his own children, put the power of his office behind the Shelterbelt Project. The government would pay farmers to allow the planting of 220 million trees on their land in a 100-mile-wide "shelterbelt" stretching from the Canadian border to the Texas Panhandle. . . . By 1938, the new conservation methods championed by President Roosevelt and Hugh Bennett had reduced the amount of blowing soil by as much as half.
