At what point does it become obvious that something has reached a boiling point in how people act?

when something reached a boiling point is when they start to react to the problem and people start to react by helping that person calm down

because now and days kids don't know what the can find on the internet they can find dark web, 4 chan ect. if we don't teach them internet safety anything can happen.
