The author chose to end his text with the Dawes Act in order to show that even if the Americans offered a fair proposal to the Native Americans, it still didn't break their resistance to the westward expansion.

Explanation:

The question above is related to an informational text entitled "From Resistance to Reservations."

The Americans wanted the Native Indians to become independent, rather than depending on them for survival as they continue their westward expansion. This is the reason why they implemented the "Dawes Act." The act was meant as a "fair proposal" to the tribes in order to civilize them.

However, the act was not successful. It didn't break the tribe's resistance to the expansion, but instead, they widely resisted. This resulted into a violent end again.
