When cullen speaks of planting while others reap, and standing "abject and mute", he is speaking about the?

It describes the efforts they put in while others reap the benefits.  This describes an unfair system.  He asks why we keep on planting when others are taking the fruits of their labors. He does believe that one day they will reap the benefits of what they have sowed and must take care of the seeds they have planted.
