Before the incident, the capacity of the section of the freeway was 3,200 vehicles per hour (one direction). The traffic demand on this section of freeway from the time of the incident until after the traffic backup is cleared is a constant 2,150 vehicles per hour (one direction). It takes 60 minutes to remove the incident and restore the facility to full capacity. Answer the following questions regarding the incident.
