Thư viện thành phố muốn xây dựng hệ thống phần mềm để quản lý các hoạt động nghiệp vụ. Hệ thống phải đáp ứng các yêu cầu sau: Qua hệ thống, cán bộ nghiệp vụ thuộc phòng bổ sung sách có nhiệm vụ nhập sách mới và hủy những sách không còn được sử dụng nữa. Sách gồm các thông tin: Mã sách, tên sách, tên tác giả, năm xuất bản, nhà xuất bản, số lượng.
Quá trình mượn và trả sách được thực hiện như sau: Khi mượn sách, độc giả viết phiếu yêu cầu mượn sách gửi tới thủ thư. Qua hệ thống, thủ thư sẽ kiểm tra thẻ thư viện và kiểm tra các sách cần mượn. Nếu thẻ hợp lệ và có sách trong thư viện, thủ thư lấy sách gửi bạn đọc và nhập “Phiếu yêu cầu mượn” vào hệ thống. Khi mượn sách, trên phiếu yêu cầu mượn, ngày mượn được ghi và ngày trả để trống. Khi trả sách, độc giả mang sách và phiếu yêu cầu mượn đến thư viện. Qua hệ thống, thủ thư sẽ cập nhật phiếu yêu cầu mượn (ghi vào cột ngày trả).
Ngoài ra, hệ thống có nhiệm vụ in danh sách các độc giả mượn sách quá hạn và báo cáo theo dõi việc mượn, trả sách gửi giám đốc thư viện.
