Write a function called clockAdd(t, h) that performs modular arithmetic. Given an initial time t (an integer, in hours) and the number of hours elapsed (h) return the new time (t h) but correcting for the fact that standard 12 hour clocks only display hours between 0 (inclusive) and 12 (exclusive) after the addition.
